The short answer

Yes. Rebuilt or re-downloaded automatically when needed.

What is it?

Safari’s cache of web content: images, scripts and pages from sites you visit, in ~/Library/Caches/com.apple.Safari.

What happens if you delete it?

Rebuilt as you browse. History, bookmarks, passwords and website logins are stored elsewhere.

How to remove it properly

In Safari › Settings › Advanced, turn on “Show features for web developers”, then choose Develop › Empty Caches. Alternatively quit Safari and move the folder to the Trash.

Quit the app that uses it, then move it to the Trash. Empty the Trash when you’re sure.

Before you delete it

Safari › Clear History also deletes your history and website data, so use Empty Caches if you only want to free space.

How MoreRoom helps

MoreRoom recognises this item, shows its real size and when it was last used, and labels it “Safe to remove”. In the free version you can move it to the Trash in one click, with Undo; Pro collects every safe item at once.
